Preheat the oven to 400 degrees F (200 degrees C). Lightly oil two pieces of aluminum foil with cooking spray. Place one halibut fillet on each piece, season both sides generously with salt and pepper.
In a small bowl mix together the lemon zest, juice from half a lemon (save some for later), minced garlic cloves, dill weed, additional freshly ground black pepper to taste.
